NCUA assigns post-exam surveys of credit unions to third party

The voluntary, post-examination survey of federal credit unions (FCUs) that has been in use since 2021 will be administered by an external vendor instead of their federal regulator’s ombudsman beginning in March, the agency said Thursday in a Letter to Federal Credit Unions.

Information on the agency’s website shows that to date, the National Credit Union Administration (NCUA) Ombudsman has administered and collected survey responses to maintain separation from NCUA staff conducting examination work. “The use of an outside vendor to manage the survey process and gather responses will further enhance this separation,” it states. “Survey responses will generally not be used on an individual credit union basis. The NCUA Ombudsman will provide aggregate survey data to NCUA leadership.”

It says the survey will not be sent at the conclusion of a follow-up examination or supervision contact.

Thursday’s letter to FCUs (25-CU-02) says an FCU chief executive officer can expect to receive an email with a link to the survey about two weeks after an exam is completed. Responses will be due in 15 days, and the examiner-in-charge will complete a similar survey.

The letter doesn’t specify which vendor was chosen to administer the survey, but it says the post-exam survey link will be provided in an email from NCUA@qualtrics-survey.com.

“Please do not include any personally identifiable information in your survey responses,” the letter notes. “Also, examination disagreements or reports of waste, fraud, or abuse should not be reported through the survey.”

It said questions about the survey should be directed to the agency ombudsman using the contact information provided in the letter.
